Objective
The official name of this initiative is Mukhyamantri Baliraja Mofat Veej Yojana – 2024. It is widely also referred to as Maharashtra Chief Minister Baliraja Free Electricity Scheme or Mukhyamantri Baliraja Vij Savlat Yojana. It is a state government welfare programme aimed at providing free electricity to farmers for agricultural irrigation
The Mukhyamantri Baliraja Mofat Veej Yojana – 2024 is a landmark agricultural support scheme launched by the Government of Maharashtra with the objective of reducing the financial burden of electricity costs on farmers and supporting agricultural productivity. Under this programme, eligible farmers receive electricity at zero cost for running their agricultural pumps. The term “Baliraja” signifies agriculture and the “Mofat Veej” means free electricity, highlighting the core benefit of the scheme for the farming community.
Electricity expenses for irrigation are a significant recurring cost for farmers, especially in rural areas where crop cultivation heavily depends on pump-irrigation systems. By subsidising these costs, the state government aims to encourage agricultural activity, improve crop yields, and reduce distress among farmers, particularly small and marginal ones. The scheme also helps to prevent outstanding electricity arrears that can accumulate due to irregular income and seasonal earnings in farm households.
This initiative is implemented through the Maharashtra State Electricity Distribution Company Limited (MSEDCL), popularly known as Mahavitaran, which issues zero-amount electricity bills for eligible agricultural pump users. The thrust of this scheme is to enhance economic relief for farmers, making essential water pumping more affordable and sustainable over multiple cropping seasons.
✅
Eligibility Criteria
To qualify for benefits under the Mukhyamantri Baliraja Mofat Veej Yojana – 2024, farmers must meet the following eligibility conditions as outlined by the Government of Maharashtra:
Residency: The applicant must be a permanent resident of Maharashtra with valid identity documents such as Aadhaar or domicile proof.
Occupation: The beneficiary must be an agricultural farmer actively engaged in farming and registered as an agricultural electricity consumer with Mahavitaran (MSEDCL).
Electricity Connection: The applicant must hold a valid electricity connection specifically for agricultural purposes from MSEDCL.
Pump Capacity: Free electricity benefits are limited to agricultural water pumps with a capacity of up to 7.5 horsepower (HP). Pumps exceeding this capacity are not covered under the scheme and must continue paying regular electricity rates.
The scheme does not require any income certificate or land size criteria beyond the requirement that the pump and connection are used for agricultural purposes. However, farmers must maintain compliance with Mahavitaran billing norms and accurate documentation to remain eligible.
These conditions are designed to ensure that the subsidy directly benefits genuine farming families who rely on electrical pumping for irrigation and helps reduce their input costs without misallocation of resources.

The Mukhyamantri Baliraja Mofat Veej Yojana – 2024 was officially approved and launched by the Government of Maharashtra on 1 April 2024, with implementation beginning from that date. The scheme was introduced as part of the state budget and subsequent Government Resolution (GR) issued in mid-2024 to provide free electricity to farmers using agricultural pumps up to 7.5 horsepower (HP) capacity. The decision to launch this free electricity scheme came in response to the rising costs of cultivating crops and growing concerns about farmers’ financial stability. The state government recognised that electricity expenses form a significant part of annual operational costs in farming, especially for irrigation during critical sowing and harvesting periods. By making electricity free for eligible pumps, the government aimed to relax the financial pressures on farmers, particularly those in drought-prone and economically weaker regions of the state. The rollout of the programme was planned as a long-term initiative, with the validity period set from April 2024 to March 2029 (five years). A mid-term review is scheduled after three years to assess performance, implementation challenges, and possible improvements before deciding on further continuation. During the initial months, the scheme included the retrospective waiver of unpaid electricity bills from April to June 2024, ensuring that farmers would receive immediate relief from outstanding charges dating back to the start of the scheme year.State Applicability
The Mukhyamantri Baliraja Mofat Veej Yojana – 2024 is a state-level welfare programme applicable exclusively to farmers residing in Maharashtra. This scheme is not available to farmers outside Maharashtra or users of non-agricultural electricity connections. Under the scheme, electricity subsidies are provided to eligible agricultural customers throughout the state who are connected to the Maharashtra State Electricity Distribution Company Limited (MSEDCL / Mahavitaran) grid network. Farmers across all regions—rural, semi-urban, and tribal—can receive the benefit of free electricity for irrigation, provided they meet the eligibility criteria. The scheme is particularly significant for regions that have historically faced agricultural distress due to unreliable rainfall, high input costs, and seasonal fluctuations in income. It benefits districts across Western Maharashtra, Vidarbha, Marathwada, Konkan, and North Maharashtra. The programme aims to ensure that electricity cost relief reaches both small and large farmholders with eligible agricultural pumps up to the prescribed capacity. It is important to note that farmers must be connected to the MSEDCL electricity network and have an agricultural pump within the approved horsepower limit (up to 7.5 HP). This ensures uniform application of the benefit across the state and maintains administrative clarityEligibility Criteri
